What is the COATSProgram?

COATS is a substance abuse prevention and drug testing program which all contractors and subcontractors working in COATS member facilities agree to adopt as a minimum standard and require their employees/workers and agents to comply with its provisions. Adoption of this policy shall not prevent any Owner or Contractor from implementing stricter substance abuse prevention or drug testing standards or provisions. The COATS testing program is patterned after DOT testing protocols but is a non-regulated testing program. The program has two testing panel options: 5 panel and 9 panel. The COATS program can be used to satisfy Ohio BWC Drug-Free Safety Program requirements. The COATS program has reciprocity with the CCS (formerly MICCS) program.

Who is required to participate?

All contractors and subcontractors working on participating owner's sites who require compliance with the COATS substance abuse testing program.

Can a contractor/subcontractor use existing drug testing program for obtaining COATS cards?

Yes, if their current testing meets the minimum standards of the COATS program. COATS cards will be issued for all current valid tests that are submitted to the database administrator.
